A public hearing was held on July 19, 2023, for the 2023 Developer Fee Justification Study and the Proposed Statutory Level 1 Developer Fees. Pursuant to Government Code section 66016(a), prior to the District approving an increase in an existing fee or a new fee, the Board must hold at least one open and public hearing during a regularly scheduled meeting. The maximum Level 1 developer fees a school district may charge are set by statute. Statutory Level 1 developer fee rates are set by the State Allocation Board (SAB) every two years or even years.
In January 2026, the SAB increased the allowable maximum Level I developer fee on residential development from $5.17 to $5.38 per square foot of assessable space and on commercial/industrial development from $0.84 to $0.87 per square foot of chargeable covered and enclosed space.
The Aromas-San Juan Unified School District set its rates using the February 2022, SAB maximum Level I developer fee rates at $4.79 per square foot of assessable space and $0.78 per square foot for commercial/industrial development of chargeable covered and enclosed space.
At its March 11, 2026 Regular Board Meeting, the Board of Trustees for the Aromas-San Juan Unified School District adopted a resolution to increase the Level 1 developer fee rates using the January 2026 SAB maximum Level 1 developer fee rates at $5.38 per square foot of assessable space and $0.87 per square foot for commercial/industrial development of chargeable covered and enclosed space.
