Reclassification - What Is It?

Reclassification of English Learners involves identifying students who have fulfilled the four established criteria for English proficiency. In the Aromas-San Juan Unified School District, specific criteria must be met to achieve redesignation.

To support this process, the district utilizes the California Department of Education-approved OPTEL (Observation Protocol for Teachers of English Learners). This standardized tool is applied uniformly across all grade levels, aids in monitoring the academic progress of ELs, and ensures alignment to state standards and reclassification requirements. Upon meeting all four criteria for reclassification, parent notifications are sent home with the new designation.

Reclassification Criteria

EL students must satisfy all of the following four criteria in order to be reclassified as English Proficient (RFEP):

1. Summative ELPAC overall performance level (PL) 4; For students with the most significant cognitive disabilities, the alternative criterion is an Overall Proficiency Level of 3 on the Summative Alternate ELPAC
2. Basic skills relative to English proficient students (as indicated by SBAC ELA or i-Ready Reading scores)
3. Teacher evaluation as noted on the OPTEL form (Observation Protocol for Teachers of English Learners) OPTEL Form
4. Parent opinion and consultation- gives families a chance to share their thoughts and agree that their child is ready to be reclassified
