Understanding English Learner Services

English Learner Services supports students whose primary language is not English by providing instruction, assessment, and opportunities that help them develop strong academic English while honoring their linguistic and cultural assets. Students are identified as English Learners through a state-required process, and their progress is monitored through English language proficiency assessments.

Once identified, students receive English Language Development (ELD) instruction designed to build listening, speaking, reading, and writing skills needed for success across all subject areas. Students’ English proficiency is measured annually through the English Language Proficiency Assessments for California (ELPAC) to ensure appropriate instructional support.

As students demonstrate high levels of proficiency in English and one or more additional languages, they may also qualify for the California Seal of Biliteracy, which recognizes bilingualism and biliteracy as valuable academic and career skills.
