Multi-Tiered System of Supports (MTSS)
MTSS is a comprehensive framework used by schools to support the academic, behavioral, and social-emotional needs of all students.
MTSS brings together different systems of support—like instruction, intervention, and data-based decision-making—into one unified approach. The goal is to ensure every student receives the level of support they need to succeed.
MTSS is organized into three levels:
- Tier 1 (Universal Support): High-quality instruction and support provided to all students in the general education setting
- Tier 2 (Targeted Support): Additional small-group support for students who need extra help
- Tier 3 (Intensive Support): Individualized, intensive interventions for students with significant needs
Schools use ongoing data (such as assessments, attendance, and behavior information) to identify student needs early and adjust supports as needed.
MTSS also emphasizes collaboration among educators, families, and support staff to address the whole child—academically, behaviorally, and socially.
Overall, MTSS ensures that all students are supported through a structured, responsive system designed to help every learner thrive.
