NOTICE INVITING BIDS: AROMAS-SAN JUAN UNIFIED SCHOOL DISTRICT

NOTICE INVITING INFORMAL BIDS NOTICE IS HEREBY GIVEN that the Aromas-San Juan Unified School District (“District”) is seeking informal sealed bids from qualified contractors for the construction of the following public‐works project:

Construction Improvements for Site Improvements and Electrical Upgrades for the Installation of Two Portable Classrooms at San Juan School.

PLACE FOR SUBMITTING BIDS: Bids must be submitted at the following location: (“Place for Submitting Bids”): Aromas-San Juan Unified School District 2300 San Juan Highway, San Juan Bautista, CA 95045.

BID DEADLINE: Sealed Bids must be received at the Place for Submitting Bids no later than April 5, 2022, by 3:00 pm. Any bid that is submitted after this time shall be non-responsive and returned to the bidder.  Any claim by a bidder of error in its bid must be made in compliance with section 5100 et seq. of the Public Contract Code. All questions regarding this project must be received no later than March 31, 2022.

BID DOCUMENTS: Bidders may obtain the documents necessary to submit a bid (“Bid Documents”) from www.asjusd.k12.ca.us.  Construction plans can be obtained by submitting a request via email to William Comstock at wcomstock@kasavanarch.com.

REQUIRED BID SECURITY: Each bid must be submitted with security as described in the instructions for Bidders. All bids shall be on the form provided by the District.  Each bid must conform and be responsive to all pertinent Contract Documents, including, but not limited to, the Instructions to Bidders.

 CONTRACTOR LICENSE: The class or classes of California contractor licenses required to bid on and perform the work is Class A, B, and/or C and must be valid and in good standing throughout the term of the contract

MANDATORY JOB WALK – A job walk for this project is scheduled for 10:00 am on March 15, 2022, at San Juan School located at 100 Nyland Dr, San Juan Bautista, CA 95045. The site visit is expected to take approximately 30 minutes.  Failure to attend or tardiness will render the bid ineligible.

AWARD OF CONTRACT: The District shall award the Contract, if at all, to the lowest responsible bidder based on:

  1. The base bids, combined bid, and alternate amounts only.

SURETY BONDS: As described in the General Provisions, the successful bidder must provide a Performance Bond and a separate Payment Bond, each in an amount equal to 100% of the total Contract Price, and each issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120.

LABOR LAW: The Project is a “public work” project that is subject, among other provisions, to Labor Code Sections 1720 through 1861, inclusive. As described in the Instructions for Bidders, each contractor (including subcontractors) must be registered with the California Department of Industrial Relations (“DIR) in accordance with Labor Code Section 1725.5, and subject to the deadlines listed in Labor Code Section 1725.5(e). The Project is subject to compliance monitoring and enforcement by the DIR. The successful bidder will be required to post all job-site notices required by DIR regulations and other applicable laws. If so specified in the Special Provisions, the District will conduct a mandatory conference for the purpose of describing labor-law requirements.

BID REJECTION: The Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received.  If the District awards the Contract, the security of unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made.  Unless otherwise required by law, no bidder may withdraw its bid for ninety (90) days after the date of the bid opening.

HEALTH DEPARTMENT REQUIREMENTS: The Contractor and all Subcontractors under the Contractor shall comply with applicable federal, State, and local requirements relating to COVID-19 or other public health emergency/epidemic/pandemic including, if required, preparing, posting, and implementing a Social Distancing Protocol.
